Repair the dam and headgate

Dredge the lake to remove 4 to 6 feet of silt, increasing water volume and improving water quality

Add pipe downstream from the lake to eliminate water loss from seepage and evaporation

Minimize the amount of water the irrigation district needs to withdraw from the lake during irrigation season

Maintain a high water level in the lake 

Ensure the lake has enough water for safe boating and good fishing 

Maintain the stock of fish in the lake to ensure the eagles, ospreys, and other birds can feed and live at Rainbow Lake

Make the lake safe for all wildlife and people
